A room assigned the number 0 is called the Service Room — it is designed for placing special machines, such as the Cooling System, for example.
Once you register, you can access this room for free and place a machine there, if available. Just make sure to click on it:
After that, you will see either an empty Service Room or one filled with installed machines.
